Layoffs create bad press, esp for larger layoffs that make it into the mainstream news and not just social media. Disclosure of severance benefits counters the bad press with two messages: "we're not evil" (i.e., long term talent brand), and "our business is strong" (i.e., we can afford these benefits, you should still invest in us)
